Dylan's Work in the House

As the youngest member of the Maryland House of Delegates, I’m proud to bring both a fresh perspective and a deep commitment to delivering results for Annapolis and Anne Arundel County.

 

I serve on the Environment & Transportation Committee, where I focus in-depth on the issues that our community cares deeply about — bringing down the cost of housing, restoring the Chesapeake Bay, and building safer, more reliable transportation networks that connect people to jobs, schools, and services.

Even though I’m the youngest member of the House, I bring years of legislative and policy experience to the job. Before being elected, I helped pass 84 pieces of legislation as Chief of Staff to State Senator Sarah Elfreth — work that strengthened our environment, expanded opportunity, and improved the lives of Marylanders. I also represented the Department of Natural Resources before the legislature in Governor Moore’s administration, advancing the State’s conservation and climate resilience priorities.

  • The 2025 legislative session was one of the most challenging in recent memory, with Maryland facing rising costs, a $3 billion budget deficit, and federal uncertainty. Despite these challenges, we passed a balanced $66.9 billion budget that protected critical investments in education, transportation, health care, and public safety — all while cutting nearly $2 billion in spending and avoiding broad-based tax increases.

    The Environment & Transportation Committee played a major role in moving Maryland forward this session, advancing legislation to restore the Chesapeake Bay, make housing more affordable, and modernize our transportation networks. Highlights from our committee’s work include:

    • The Chesapeake Bay Legacy Act, aligning Bay restoration with the latest science and creating a “Leaders in Environmentally Engaged Farming” program.

    • Protecting Tenants from Mold, ensuring Marylanders can live in safe, healthy housing.

    • Expanded Producer Responsibility, holding corporations accountable for packaging waste.

     

    • Building Energy Performance Standards, ensuring Maryland moves toward more efficient, electrified buildings.

    • Making Roadways Safer, which established tiered penalties for excessive speeding.

    In addition to this legislative progress, we secured major local investments for Annapolis and Anne Arundel County in the State’s Capital Budget. This includes $7.8 million for Annapolis City Dock, $8 million for Anne Arundel Community College, and funding for the New Edgewater Community Center, Annapolis Maritime Museum, Historic Annapolis Building Restorations, Thomas Point Lighthouse, and dozens of other projects that strengthen our communities, create jobs, and preserve our shared heritage.

    Beyond committee work, I was proud to support landmark legislation lowering energy costs, protecting reproductive freedom, strengthening public schools, expanding apprenticeships, ensuring government ethics, and defending Maryland from harmful federal overreach.
